Short answer
Not immediately. The £30,000 qualifying-income threshold triggers MTD from 6 April 2027, based on your 2025/26 tax year return. If you're under £30,000 for that year, MTD from April 2027 doesn't apply to you — but the next threshold (£20,000 for 2026/27 income → MTD from 6 April 2028) will affect a much larger group of UK freelancers, including many who currently earn between £20,000 and £30,000.
The rollout timeline

Do I need MTD for Income Tax if I earn under £30,000?
Not immediately. The £30,000 qualifying-income threshold triggers MTD from 6 April 2027 (based on your 2025/26 tax year income). If your qualifying income is below £30,000 for 2025/26, you don't need to use MTD from April 2027 — but if it's over £20,000 for the 2026/27 tax year, you'll need to use MTD from 6 April 2028 anyway. Below £20,000 in 2026/27, you continue on standard Self Assessment for the foreseeable future.
What exactly counts as 'qualifying income' for MTD?
The gross total of your self-employment (sole trader) income plus UK property (rental) income for the tax year — before expenses. It's the top line, not the profit. Not included: PAYE / employment income, dividends, savings interest, capital gains, other UK income. Foreign property income is in scope; other foreign income currently isn't.
Does HMRC calculate this for me?
Yes — HMRC uses your submitted Self Assessment tax return to check qualifying income against the threshold for each tax year. If your income crosses the relevant threshold, HMRC will write to you confirming you need to sign up for MTD before the following tax year begins. However, it's still your legal responsibility to check and sign up on time — don't wait to receive a letter if you know you're above the threshold.
What if my income fluctuates around the threshold?
Each year HMRC re-checks against your most recent return. If you were above £30,000 in 2025/26 and had to use MTD from April 2027, but your income drops back under £30,000 later, you can apply for exemption. Similarly, if you were under the threshold and your income rises, HMRC will notify you and require sign-up for the following tax year.
Can I volunteer to use MTD before I'm required to?
Yes — HMRC actively encourages this. Volunteers get the same MTD experience but with different penalty thresholds (2 points to £200 instead of 4, but no quarterly-update penalties at all during the 2026/27 tax year). Volunteering is often chosen by accountants who want experience with the system before their clients are mandated.
