Freelancer population in the UK
The UK has approximately 4.4 million self-employed workers as of the latest ONS labour market data — roughly 13% of the total UK workforce (ONS, 2024). Of these, the Association of Independent Professionals and the Self-Employed (IPSE) estimates that 2.0-2.2 million are highly-skilled freelance professionals — those working on knowledge-based projects rather than lower-skilled self-employment.
The self-employed workforce grew rapidly from around 3.5 million in 2008 to a peak of around 5 million in 2019, before contracting during COVID and settling around 4.3-4.4 million in 2023-2024.
Economic contribution
IPSE estimates the freelance economy contributes around £126 billion per year to the UK economy in gross value added terms. This figure covers highly-skilled freelance professionals only.
The wider self-employed population (including sole traders across all sectors) contributes materially more but is harder to measure discretely because ONS methodology bundles it with the broader labour force contribution.
Sector distribution

- Managerial, professional and technical occupations — the largest category
- Skilled trades (construction, plumbing, electrical)
- Associate professional and technical roles
- Personal services (hair, beauty, therapy)
Within "managerial, professional and technical", the largest sub-categories are consulting, marketing/PR, IT and software development, design (UX, graphic, product), and writing/editing.
Income levels
Freelance income varies dramatically by sector, experience and client type. IPSE's Self-Employed Landscape research (published annually) is the most-quoted UK freelance income source — the median UK highly-skilled freelance day rate typically falls in the £300-£500 range, with wide variation by sector and experience.
HMRC Self Assessment data (published in HMRC's Personal Incomes Statistics) shows that self-employed taxpayers reported total income significantly below employed counterparts on average — but this includes very small side-hustle earners as well as full-time freelancers.
